I don’t know what you mean by moderation?
“Moderation” means the website owner or administrator has the right to approve your comment for publication. Or not.
It is the same advisory nearly all websites advise, to protect against spam, malware, inappropriate explicit sexual language and such.
Since NYC on the Cheap welcomes comments that do not fit those parameters, even when they are hostile and/or ill-informed, we have moderated yours approvingly.
Thanks for being a https://www.nyconthecheap.com follower.

The posting clearly mentions three libraries on Staten Island, with direct links, and the days and hours they are offering free tax assistance.
